Work Packages outline
WP1 - INFORMATION EXCHANGE – Marine Institute (Irl)
WP 1 involves the systematic collection, exchange and dissemination of information on national, regional and European funding programmes. WP1 is led by the Irish Marine Institute and involves the German Juelich Research Centre (GmbH – Project Management Organisation Jülich [FZJ-PTJ]), together with the Research Council of Norway (RCN).
WP2 – STRATEGIC ACTIVITIES – MCT (Esp)
WP 2 will identify future priorities and opportunities to co-ordinate Europe’s needs for marine research (including infrastructure aspects), in addition to potential barriers to co-operation. In tandem with undertaking an analysis of research management approaches and identifying best practices at national levels, WP 2 will result in the development of Common Evaluation Procedures and Performance Indicators for co-operative programmes. WP 2 is led by the Spanish Ministry of Education and Science (MEC) and involves the Academy of Finland (AKA), together with the Irish Marine Institute and IFREMER (France).
WP3 – JOINT ACTIVITIES – NWO (Nl)
Based on actual programmatic and infrastructure issues, WP 3 will result in the implementation of joint activities and trans-national interdisciplinary research. Steps to be undertaken with regard to research programmes include: a posteriori clustering of existing projects; development of MoUs and implementation plans for the co-ordination of targeted pilot research initiatives. Steps with regard to infrastructure aspects include: development of the basis for trans-national activities in infrastructure use; development and co-ordination of access to infrastructure facilities. WP 3 is led by the Netherlands Organisation for Scientific Research (NWO) and will involve the Irish Marine Institute, together with IFREMER (France).
WP4 – TRANS-NATIONAL ACTIVITIES – NERC (UK)
By accelerating the mutual opening of national marine RTD Programmes, WP 4 will enhance trans-national coherence between Marine Programmes. To reach this objective, the Marine RTD Strategy for Europe, as presented in Integrating Marine Science in Europe (Marine Board-ESF, November 2002), will be updated. This revision will contribute to the identification of pilot jointly funded marine RTD projects, incorporating clear European added value aspects. Through the establishment of joint programmes and the initiation of joint projects, MarinERA will actually develop and secure the roots of the marine component within the European Research Area. WP 4 is led by the UK Natural Environment Research Council (NERC); updating the European Marine Science Strategy is co-ordinated by the Marine Board-ESF.
WP5 – MANAGEMENT OF MARINERA – IFREMER (Fr)
WP 5 establishes and operates the strategic and management aspects of MarinERA. This includes MarinERA’s various entities and reporting activities, and uses an Internet-based communication tool for all partners. Through WP 5, MarinERA’s Technical Committee (gathering all the WP and Task Leaders) and Steering Committee (gathering high level representatives from each of the
partner organisations and advisory members) will operate. A further aspect of co-ordination through WP 5 involves two fora: the Forum of Marine Infrastructure Managers (MIF) and the Forum of national Marine Programme Managers (MPM). MarinERA’s strategic and operational management is overseen by the Marine Board-ESF, in association with IFREMER (France) as the co-ordinator. The Greek General Secretariat for Research and Technology, Ministry of Development (GSRT) and the Portuguese Science and Technology Foundation (FCT) are also involved in WP 5.
